Short answer: the licence sits with the operator, not with you. For commercial, non scheduled domestic coach transport in Turkey, the Road Transport Regulation requires a D2 licence. If the journey stays inside one province or under 100 kilometres, D4 applies. Cross the border and it is B2. A company moving its own staff in its own buses needs D3. Fleet size is calculated from boarding points rather than from the guest list: reserve two seats per coach for operations, divide by what is left, then add one spare vehicle. A 320 person transfer on 46 seat coaches comes out at eight vehicles. Operating without a licence, or outside its scope, carries a 21,333 lira fine in 2026. The fine lands on the operator, but the delay lands on your run of show. Which licence should you ask for when renting buses for an event?
Turkey's Road Transport Regulation splits passenger transport by licence type. Article 6 sets out D1 for scheduled services, D2 for commercial non scheduled domestic transport, D3 for companies carrying their own staff on an own account basis, and D4 for transport inside a province and up to 100 kilometres between cities regardless of distance. Non scheduled journeys leaving the country need B2. An event transfer is non scheduled by definition, so on most jobs your counterparty holds a D2. Holding the licence is not the whole test. Article 13 requires a D2 applicant to have 75 seats of capacity in owned coaches plus 30,000 lira of capital, and Article 24 requires the owned coaches that make up that minimum capacity to be no more than 12 years old. Article 29 requires the vehicle card, either the original or the printout generated through e-Devlet, to be carried in the vehicle, and Article 30 allows an operator to dispatch only vehicles registered on its own vehicle schedule. Ask for three things with the quote: a copy of the licence, the vehicle cards for the plates being dispatched, and the insurance policies. In the Ministry of Transport and Infrastructure fine schedule for 2026, operating without a licence or outside its scope is set at 21,333 lira.
How many buses do you need? The seat and load calculation
Start by fixing the vehicle class. The regulation defines a bus as a vehicle built to carry more than 9 people including the driver, calls a vehicle with 10 to 17 seats including the driver a minibus, and one with more than 17 seats a large bus. In the market, a standard large coach carries 46 to 49 seats, a 2+1 VIP coach 27 to 31, and a sprinter type vehicle 13 to 19. Run the numbers on the people boarding at that point, not on the invitation list. Say 320 guests move from hotel to venue on 46 seat coaches. Reserve two seats per vehicle for the transfer host and for last minute changes and usable capacity drops to 44. Divide 320 by 44 and you get 7.3, so you book eight coaches. That eighth vehicle doubles as the late arrivals bus. Standing passengers are not an option: Article 37 prohibits carrying passengers outside designated seats and attaches warning penalties to breaches. Factor in how thin the fleet is, too. The Turkish Statistical Institute bulletin of 17 February 2026 puts registered motor vehicles at 33,751,673 at the end of January 2026, of which 0.6 percent are buses and 1.6 percent minibuses. In May and October, securing coaches is a calendar problem before it is a price problem.
What changes for transfers inside Istanbul?
The Ministry issues the licence, the municipality opens the route. Article 2 of the regulation preserves the provisions of the Metropolitan Municipality Law and the Municipality Law, and in practice that means this: for shuttle movements between hotel and venue in Istanbul, the Istanbul Metropolitan Municipality public transport directorate requires a tourism shuttle route permit. Applications go through e-tuhim.ibb.gov.tr. The document list includes the contract with the tour operator, tourism company or travel agency, the vehicle registration showing commercial passenger transport use, a chamber of commerce activity record carrying the words tourism transport, seat based personal accident insurance and a vehicle conformity report from an authorised service centre. Vehicles used in tourism transport must be between 0 and 19 years old and air conditioned, and an approved group passenger list travels with the vehicle. The version of the municipality's shuttle vehicle directive currently in force is dated 16 February 2026. The practical conclusion: asking only for a D2 leaves a gap on Istanbul transfers, so ask for the route permit as well. Other metropolitan provinces run the same logic through their own transport coordination board decisions.
Who files the passenger list, and when?
A written transport contract is mandatory for non scheduled passenger services. Article 37 requires that contract to state the departure and arrival points, the route, the days and times, the passenger count, the fee, and a list carrying each passenger's national identity number with their full name. The filing duty sits in Article 40: holders of A1, A2, B2 and D2 licences must enter the vehicle plate, the details of crew on board and the passenger details into the Ministry's U-ETDS system no later than one hour before the journey starts. Details of a passenger who does not travel, or does not complete the journey, go in within 30 minutes of that happening. Where an inspection confirms the filing was made, the crew is not asked to produce the transport contract. A change on 1 October 2025 raised the window to two hours for non scheduled services departing from airports, and after the 8th Chamber of the Council of State stayed that rule, practice reverted to one hour. What this means operationally is simple: hand over the attendee list a day ahead, not an hour before departure. Sharing it does not breach Turkish data protection law, since the filing is the operator's statutory duty. Your privacy notice should still name the transport company among the recipient groups.
How long can a driver legally stay behind the wheel?
Article 98 of the Highway Traffic Regulation draws the line: drivers of vehicles carrying passengers commercially with a capacity above 9 people including the driver may not drive more than 9 hours in total, or 4.5 hours continuously, within any 24 hour period. At the end of 4.5 hours, a break of at least 45 minutes is compulsory unless the driver takes a rest period. Total driving across two combined weeks cannot exceed 90 hours, and a weekly rest of at least 24 hours is required after a maximum of six days of driving. Law 7574, published in the Official Gazette on 27 February 2026, issue 33181, tightened the regime. Article 49 of Law 2918 was rewritten and breaches now carry graded fines: 1,000 lira where continuous daily driving time is exceeded by up to an hour, 10,000 lira where total daily driving time is exceeded by three hours or more, 20,000 lira where weekly or two week driving time is exceeded by fifteen hours or more, 3,000 lira for breaching daily rest and 5,000 lira for breaching weekly rest. The operator is now expressly obliged to take preventive measures and to monitor compliance, whether or not they are the one driving. The same law also tied the tachograph fitting requirement to model year, with a deadline of 31 December 2026 for 2021 and newer vehicles and 31 December 2027 for 2016 to 2020 models. A driver working without a professional competence certificate faces 4,392 lira under the 2026 schedule. Translated to event work: the driver who finishes a gala at one in the morning cannot run the seven o'clock airport transfer.
How do you build the transfer timeline hour by hour?
Building the whole transfer around a single departure time is the most common mistake. Write it as three waves. The first leaves 90 minutes before doors and carries backstage crew, speakers and protocol guests. The second is the main departure. The third is a buffer run with a single vehicle for stragglers, and that last coach reaches the venue 30 minutes before the programme starts. What we see on site is that boarding 46 people without luggage takes six to eight minutes, and around twelve once suitcases are involved. Measure in advance how many vehicles can pull up at the hotel entrance at once, because a 12 metre coach under a narrow porte cochere blocks traffic on its own. Number every vehicle and repeat that number on the lobby sign, the coach windscreen and the back of the badge. Put one person in charge of each bus to run the count and confirm departure over radio or through a single messaging group. Plan the return in two waves as well: one leaving as the programme ends, another 45 to 60 minutes later. At a gala where the after party runs long, a single return time means one empty coach and forty people waiting in the lobby.
Which insurance and safety items get checked?
Article 47 of the regulation obliges licence holders to carry compulsory insurance covering bodily injury to passengers, drivers and their assistants. Article 48 names those policies: the compulsory financial liability insurance defined in Law 2918, and the compulsory seat based personal accident insurance for road passenger transport issued under the Insurance Law. Article 49 prohibits dispatching a vehicle without both, and officials do not let such vehicles join traffic. Ask for copies at quotation stage rather than on show day. Seat belts carry a distinction worth knowing. Article 150 of the Highway Traffic Regulation exempts passengers on buses, minibuses and shared taxis carrying passengers commercially inside settlement boundaries. On intercity journeys there is no such exemption, the 2026 fine for a passenger travelling unbelted is 1,246 lira, and it is written to the passenger rather than to the operator. Do not leave the announcement to the driver, have the vehicle lead make it before departure. Note as well that the third party liability policy you buy for the event does not extend to the transfer.
How should the budget and the contract be structured?
Transfer pricing is never a single line. Day rate per vehicle, price per transfer, waiting hours, driver accommodation and per diem on out of town jobs, bridge, motorway and parking charges, night surcharge and cancellation terms all sit separately. When comparing quotes, look at total cost per head rather than at the vehicle rate; across an eight coach transfer, one spare vehicle costs less than twenty late guests taking taxis. Put three clauses into the contract. First, written notice of the plates and driver details at least 48 hours ahead. Second, how many minutes a replacement vehicle takes to reach site after a breakdown. Third, an explicit statement that the U-ETDS filing belongs to the operator and not to you.
