How Many Emergency Exits Does Your Event Venue Need? Escape Width and Capacity

Short answer: under Article 39 of Türkiye's Regulation on Fire Protection of Buildings, any space holding more than 50 people needs at least 2 exits, more than 500 people needs at least 3, and more than 1,000 people needs at least 4. Width follows the headcount. A single escape route cannot be narrower than 100 cm for 50 to 500 people, 150 cm for 501 to 2,000, or 200 cm above 2,001. The capacity of the room is not a matter of opinion either. In ballrooms, multipurpose halls, conference rooms and wedding venues, occupant load is the net floor area divided by 1.5 square metres per person, so a 900 square metre hall counts as 600 people. For event teams the hard part is rarely the arithmetic. It is what remains in front of the doors once stage, decor, table plan and LED screen are in place. There is a recent reason the topic is watched so closely: the Grand Kartal Hotel fire in Kartalkaya, Bolu on 21 January 2025 killed 78 people and injured 137. An amendment published in the Official Gazette on 1 July 2025, issue 32943, added a provisional article giving existing buildings until 31 December 2025 to close material deficiencies, with licensing authorities checking compliance. Below: exit count and width maths, travel distance limits, door rules, where production narrows the escape route, and who does what on show day.

How many exits? The 50, 500 and 1,000 person thresholds

Article 39 of the regulation states it plainly. Every building needs at least 2 exits unless stated otherwise; at least 2 exits are mandatory in high hazard spaces above 25 people and in any space above 50 people; above 500 people you need at least 3 exits, and above 1,000 people at least 4. There is one narrow exception in Article 32, for ground floor shops and similar spaces where occupancy stays under 50 and the distance from the furthest point to the door opening outside is less than 25 metres. A corporate event will not qualify for it. Position matters as much as the count. Exits must be as far apart as possible, and in undivided single spaces the distance between two exits cannot be less than half the diagonal without a sprinkler system, or a third of the diagonal with one. In a ballroom measuring 40 by 25 metres the diagonal is roughly 47 metres, so without sprinklers you need at least 23.5 metres between the two exits. Two doors sitting side by side on the same wall behave like a single exit in this calculation.

What is your hall's occupant load?

Capacity comes from the coefficient table in Annex 5/A, not the venue brochure. Conference halls, multipurpose ballrooms, restaurants, canteens, waiting rooms, concert halls, cinemas, theatres and wedding venues are calculated at 1.5 square metres per person. Dance halls, bars and nightclubs use 1.0 square metres for seated areas and 0.5 for standing areas. Exhibition areas and studios are 1.5, reception and waiting areas and atrium floors are 3, multipurpose sports facilities are 3. For the first four rows of the table the calculation uses net area; the rest use gross area. On that basis a ballroom with 900 square metres of net area counts as 600 people. There is also a rule that runs upward, and that is the one event planners should memorise. Where the number of people is known, the stated figure applies, provided it is not lower than the calculated value. Put 700 chairs in that same hall and your exit calculation runs on 700, not 600. Growing the guest list is easy. Widening a door is not.

How is exit width calculated?

The regulation counts width in units of 50 centimetres. Total exit width equals the floor's total occupant load divided by the number of people passing per unit width, multiplied by 0.5 metres. For assembly buildings, Annex 5/B sets the people per unit width at 100 for doors leading outside, 80 for other doors and corridor doors, 60 for escape stairs, and 100 for ramps and corridors. For a 600 person hall: 600 divided by 100 gives 6 units, times 0.5 metres gives 3 metres of total exterior door width. That is not the end of it. The same article sets a floor on the width of any single escape route: 100 cm where the total occupant load is 50 to 500, 150 cm for 501 to 2,000, and 200 cm for 2,001 and above. Since 600 people require 3 exits and each must be at least 150 cm, you end up at 4.5 metres in practice. If the hall sits on an upper floor and evacuation runs through stairs, the coefficient drops to 60: 600 divided by 60 times 0.5 gives 5 metres of stair width. On site you usually run the calculation backwards. If your exterior doors add up to 3 metres, that is 6 units and carries 600 people, so the room will not hold a 750 guest gala. Note too that where two exits are required, each must be wide enough to carry at least half of the total occupant load. No escape route may be narrower than 80 cm, an escape route that doubles as a corridor may not be narrower than 110 cm, and an escape corridor may not be lower than 210 cm.

How far can the furthest table be from an exit?

Travel distance also comes from Annex 5/B, and the assembly building figures are specific. Where escape runs in one direction only, the maximum is 15 metres without a sprinkler system and 25 metres with one. Where escape is possible in two directions, the limit is 45 metres without sprinklers and 60 metres with them. In a dead end corridor the limit is 15 metres, or 20 metres with sprinklers. The regulation even fixes the measuring point: the furthest point is taken 40 centimetres in front of the walls enclosing the space. On large floors divided into rooms and corridors, straight line distance is accepted if it does not exceed two thirds of the permitted maximum. The place these numbers bite at an event is the foyer. Registration desks, cloakrooms, sponsor stands and cocktail tables that seal off one arm of the foyer create a dead end, the 15 metre limit kicks in, and the welcome area you built at the end of that arm falls outside the calculation. Draw the exits on the floor plan first and the tables second.

Doors: turnstiles are not exits, and doors stay unlocked

Article 47 is short, and it is where production trips up most often. The clear width of an escape route door cannot be less than 80 cm and its height cannot be less than 200 cm. Escape doors must have no threshold. Revolving doors and turnstiles cannot be used as exit doors. In spaces with an occupant load above 50 people, exit doors must open in the direction of escape, must be openable by hand, and must not be kept locked. The clear width of a single leaf exit door cannot be under 80 cm or over 120 cm; for a double leaf door the measurement is taken between the leaf faces with both leaves open at 90 degrees. Where the number of people on a floor exceeds 100, escape stair, escape corridor and fire safety lobby doors must open in the escape direction without using a handle, which is where panic hardware comes in. Doors must be designed to open with no more than 110 newtons of force. Two mistakes repeat on site. The first is treating the entrance turnstiles and X-ray lane as exit capacity; that lane belongs to registration and counts for nothing in an evacuation. The second is locking side doors once the programme starts so latecomers do not disturb the room. That is precisely what the regulation forbids in a single sentence.

Where do stage, decor and LED screens narrow the escape route?

An empty hall may be compliant. The real question is what survives the load in. Emergency lighting is mandatory in every building with an occupant load above 200, and it must run for at least 60 minutes when normal lighting fails, or at least 120 minutes where the occupant load exceeds 200. The level must be at least 1 lux at any point along the centre line of the escape route, and must not fall below 0.5 lux anywhere by the end of that period. Directional signs are white on green, at least 15 cm in sign height, reading ÇIKIŞ for normal exits and ACİL ÇIKIŞ for those used in emergencies. Visibility distance is defined as well: 100 times the sign height for externally or edge lit signs, and 200 times the sign height for internally or back lit units. So a 15 cm internally lit sign is good for 30 metres and an externally lit one for 15 metres. These signs sit between 200 and 240 cm above floor level, which is exactly the height of the truss line, the drape and the LED screen frame. Put the signs on the rig plan before the screen. Portable extinguishers create the same clash: one 6 kilogram unit is required per 500 square metres in low hazard classes and per 250 square metres in medium and high hazard classes, travel distance to a unit cannot exceed 25 metres, and units cannot sit behind doors or inside closed cabinets. A sponsor stand parked in front of a cabinet breaks that condition. Two more field notes. Because escape doors must have no threshold, route cabling outside the escape line; where you cannot, use ramped cable bridges that meet the walking surface. Fog and haze machines will trigger the detection system, and disabling a detector is not the answer. Settle it with the venue's fire officer, and with the fire brigade if needed, before rehearsal day.

What about seating rows in a fixed seat auditorium?

Award ceremonies, congresses and some launches run in fixed seat halls, and there Article 51 applies. Circulation aisles leading to the doors, in the hall and on the balconies, cannot be narrower than the corridor width. Clear passage within a row cannot be less than 30 cm and must stay constant along the whole row; the measurement runs horizontally to the nearest projection of the upright seat, including seats that fold up automatically from the back of the row. The number of seats in a row comes from Annex 6: with a row width of 300 to 324 mm you may have at most 7 seats where the aisle is on one side and 14 where aisles are on both sides; at 450 to 474 mm the figures are 12 and 26; at 500 mm and above the seat count is limited by the escape route itself. Steps cannot be used to resolve level changes in circulation aisles unless the slope exceeds 10 percent, guardrails enclosing the seats are required where step pitch exceeds 30 degrees or ramp slope exceeds 10 percent, finishes must be slip resistant, and every step must be lit so it stays clearly visible if general lighting fails. The most common last minute intervention at a gala, adding an extra row of chairs at the back once the room fills, breaks both the in row clearance and the aisle width.

Who does what on show day?

A compliant hall on paper does not run itself. Article 126 requires firefighting, rescue, protection and first aid teams in any non residential building, facility or business holding more than 50 people. Firefighting and rescue teams need at least 3 members each, protection and first aid teams at least 2 each, every team has a leader, and the team duties along with the name lists stay posted where they can easily be seen inside the building. Article 129 requires at least one firefighting and evacuation drill per year. On the event side, add five lines to that. Mark exit doors, their widths and the position of the directional signs on the rig plan. Name the person who opens each door during the technical briefing. Keep a written evacuation announcement in the stage manager's hands so the host does not improvise. Have the lighting crew confirm that emergency lighting stays live through blackouts. Walk one final lap after the crews have loaded in, because most breaches appear in the last half hour of the load in.
