How Many Fire Extinguishers Does an Event Need? Decor Flame Ratings and the Rules Behind Them

Short answer: Turkey's Regulation on Fire Protection of Buildings asks for one 6 kg dry chemical powder extinguisher (or a gas equivalent) per 500 square metres of construction area in low hazard spaces, and one per 250 square metres in medium and high hazard spaces. Floor area alone does not settle it. The same article caps the travel distance to an extinguisher at 25 metres, so in a 1,000 square metre ballroom the area rule says four units while the reach rule usually demands more. Once a wooden riser, fabric backdrop and a few hundred metres of cable come through the door, the fire load climbs and medium hazard becomes the honest assumption. On materials the code is blunter: Article 29 forbids easily ignitable building materials outright, and in cinemas, theatres, conference and banquet halls with a capacity above 100 people it requires interior wall linings to be at least flame retardant. The number that explains the urgency comes from the fire service itself. Istanbul Fire Department's 2019-2023 statistics booklet records 24,285 fire responses in the city in 2023, with an average arrival time of 6 minutes 40 seconds. How many fire extinguishers does an event need?

Article 99 sets two rules and both apply at once. The area rule: one suitable 6 kg dry chemical powder extinguisher, or a gas equivalent, per 500 square metres of construction area in low hazard spaces and per 250 square metres in medium and high hazard spaces. The reach rule: travel distance to an extinguisher may not exceed 25 metres. Type follows the expected fire class. Where class A fires are likely the code asks first for multipurpose dry powder or water units, class B for dry powder, carbon dioxide or foam, class C for dry powder or carbon dioxide. Car parks, stores and plant rooms additionally require a wheeled unit. Mounting is specified too: for units heavier than 4 kg and lighter than 12 kg, the wall bracket sits no more than roughly 90 cm above the floor. Extinguishers cannot be placed behind doors, inside closed cabinets or in deep wall recesses, and not on or near heating appliances. If a unit must sit out of sight, its position is marked with phosphorescent signage. Portable units need a TS 862-EN 3 certificate, wheeled units TS EN 1866.

Which hazard class does your venue fall into?

This line decides the whole calculation, 500 or 250. The table in Article 19 defines low hazard spaces as places holding materials of low fire load and combustibility, resistant to fire for at least 30 minutes, with a single compartment no larger than 126 square metres. Medium hazard covers spaces with moderate fire load and combustible materials. High hazard covers spaces where materials would let a fire spread and grow quickly. An empty ballroom can sit near the bottom band on paper. On build morning the wooden riser, fabric backdrop, foam-filled seating, cardboard packaging and cable arrive, and the classification moves. The practical route: ask the venue for the class in its fire design, then run your own build as medium hazard, and apply whichever number is larger. In a 1,000 square metre hall the 250 rule gives four units. Because the distance between far corners of that hall comfortably exceeds 25 metres, the real figure normally lands higher. Draw the extinguisher positions on the floor plan before the build, not after it.

What certificate should decor and stand materials carry?

Article 29 does not permit easily ignitable building materials in construction. They may only be used once converted, inside a composite, into a normally ignitable material. The third paragraph raises the bar: interior wall linings and internally applied thermal and acoustic insulation must be at least normally ignitable, and at least flame retardant in high rise buildings and in cinemas, theatres, conference halls and banquet halls with a capacity above 100 people. Article 26 applies the same flame retardant floor to ceiling finishes and suspended ceilings. Since most corporate events pass 100 guests, the working threshold on site is flame retardant. The regulation guide published by the Ministry of Environment, Urbanisation and Climate Change also describes the paperwork. The reaction to fire class of lining, thermal and acoustic insulation materials must be declared by the manufacturer, and where different materials are combined on site into a system, that system must be tested and a classification report submitted. Material of unknown class cannot be used. That distinction matters for stands: a timber frame, its laminate skin and the backing behind it may each hold a certificate, yet the assembled panel is a new system.

How do you read a flame rating certificate?

The bridge between the Turkish wording and the European classes sits in annex Ek-2/C of the regulation, which maps materials to TS EN 13501-1. Non-combustible corresponds to A1 and easily ignitable to F. The classes in between, A2 through E, spread across the difficult to burn, flame retardant and normally ignitable bands according to their smoke and droplet indices. A certificate carries three pieces of information side by side. The main class describes the material's contribution to a fire, the s index describes smoke production (s1 lowest, s3 highest), and the d index describes flaming droplets (d0 none, d2 pronounced). B-s1, d0 and B-s3, d2 start with the same letter and are not the same material. Indoors, smoke usually causes trouble before flame does, so do not skip the s index. Overseas suppliers often present a B1 certificate under the German DIN 4102 system, or an NFPA 701 test report for textiles. Both are informative, but the reference asked for in Turkey is the TS EN 13501-1 classification report. Add one line to the brief: a classification report per decor item, with material name and batch, delivered before the build.

Where does the real fire load sit?

Fires rarely start in the decor. The decor spreads them. In an event build the risk collects in predictable places. Power distribution and extension cabling come first: spliced cable, a reel left coiled under load, a heater fed from a single socket. Second is the ventilation gap behind LED screen and lighting drivers, which a fabric backdrop closes off while temperatures climb. Third is the charging area, since radios, cameras and stage batteries carry lithium cells, so do not build the charging station in the middle of a backstage pile of combustibles. Catering is its own heading, because flambe service and chafing dish fuel are open flame. If real candles go on the tables, ask for glass hurricanes, a base that will not tip, and a named person per table. Haze and fluid based smoke machines will trip the detection system. Raise it in the production meeting with the venue's technical team and never let your own crew disable a detector. If detection is temporarily isolated in a zone, someone keeps a visual fire watch there and the system goes back on the moment the programme ends. Put both sentences in the build record; a verbal agreement evaporates by morning.

Is the backdrop covering an exit sign?

The most common fire safety mistake at events is not the extinguisher count. It is a sign that disappears. Article 73 requires emergency directional signs to be mounted between 200 and 240 cm above the floor and to be visible from every approach point along the escape route. The ministry guide reads the article plainly: no decoration, furniture or equipment may obstruct the view of exit signs, and no brightly lit sign, screen or object may sit in or near their line of sight. An eight metre LED wall fits that description exactly. The same article sets durations. Emergency directional lighting must run for at least 60 minutes if normal lighting fails, rising to at least 120 minutes where the occupant load exceeds 200 people. Sign height cannot drop below 15 cm. The check takes two minutes. Put the lighting into show state, walk to all four corners of the room and confirm that at least one exit sign is visible from each. If it is not, either the decor gets shortened or the sign gets moved, and that call is made with the venue's technical manager, not alone.

Who responds, and whose first seven minutes are they?

Article 126 requires four emergency teams in any non-residential building holding more than 50 people: firefighting, rescue, protection and first aid. Firefighting and rescue teams have at least three members each, protection and first aid at least two each. Their duties and name lists must be posted where they can be seen easily inside the building. Article 129 requires at least one firefighting and evacuation drill a year, plus hands-on training on how the extinguishers work and how to reach the fire brigade quickly. That team belongs to the venue. Yours is separate. So roughly seven minutes after the call are spent with your people. Add one slide to the production briefing: who calls it in, who kills stage power and sound, what the announcement says, who opens the doors, where the assembly point is, and who counts heads.

What to verify on your feet, build morning

Walk the room and tick off six headings. Units: was the larger of the area calculation and the 25 metre rule applied, is the approach to each unit clear and visible, is the inspection date on the label current. The regulation asks for an annual on-site general check and, at the end of the fourth year, renewal of the extinguishing agent along with a hydrostatic test. Documents: is there a TS EN 13501-1 classification report in the folder for every decor and stand item. Escape: are cable crossings ramped, are the areas in front of and behind exit doors clear, do any signs vanish behind decor. Electrical: are reels uncoiled, are distribution boards reachable, are circuit loads written down. Flame: is there written venue approval for candles, flambe, haze and any stage effect. People: is it named, not assumed, who uses an extinguisher and who runs the evacuation.
